Answers to questionnaire
1. Should China recover sovereignty over Hong Kong?
Over half of the respondents felt that China should recover sover- eignty over Hong Kong on account of national dignity. Over twenty percent gave a negative answer while the rest said no comment'.
2. Should Hongkong representatives take part in drafting the mini-
constitution?.
Over 80% of the interviewees said that Hongkong representatives should take part in drafting the mini-constitution. As the mini- constitution concerns the interests of Hongkong people, Hongkong repre- sentatives are in a better position to reflect local residents' wishes. Only five percent replied in the negative while the remaining 15% said

no comment'.
3. Are Hongkong people capable of self-rule?
Over seventy percent of the interviewees felt that Hong Kong people are capable of self-rule, but they should be given ample training and the rule of law must be upheld. Over 10% gave a negative answer while the remaining 15% said 'no comment'.
4. Should Hong Kong's boards and councils be fully opened up to the
public?
Over 70% of the respondents felt that Hong Kong's boards and councils should be fully opened up to the public so that people's wishes can be channelled through elected representatives. Ten percent replied in the negative while the rest gave no comment.
5. Should district boards be vested with greater power?
Over 75% of the interviewees said that district boards should be vested with greater power as the present consultative system cannot help the public solve their problems. Ten percent gave negative answers while, the rest said no comment'.
6. Should the head of Hong Kong's future government be elected?
Over 80% of the respondents felt that the head of Hong Kong's future government should be chosen by election. In this way, a capable and virtuous person can be elected to occupy the position. Ten percent had no comment while less than 10% were opposed to the idea.
7. Should Hong Kong's judicial system be localized?
Nearly 80% of those interviewed felt that Hong Kong's judicial system should be localized. As the great majority of residents are Chinese, it is better to have the laws in Chinese and conduct court
