33. Chinese and foreign academices should be invited to take up teaching posts

to develop post-secondary education.

Meeting Point:

A 10-member sub-committee of Meeting Point (including four local lawyers) released on May 1 a proposed outline of the basic law for HK as an SAR which, it hoped, would form the blueprint of the basic law for HK. The outline proposed that China should amend Article 31 of its Constitution to spell out clearly that SARS could enjoy a high degree of autonomy and that an SAR government could decide on the system to be practised in its region. Article 62 of the Constitution should also be amended to define the power of the SAR government in the areas of economy, judiciary,, and internal security. The outline also contained 60 proposals on which the basic law for HK should be based. The paper was presented to Ji Pengfei in Peking by a six-member group headed by its chairman Lau Nai-keung on May 6.

The 60 proposals are:

As an SAR of China, with a high degree of autonomy, HK people should run their own affairs under the principles of democracy and the rule of

law;

The SAR government should be formed by a democratic process and be under the supervision of HK peop'e,

Laws in HK which are effective on June 30, 1997 should remain effective after that date till they are amended or revoked by the municipal council of HK;

The land in HK is the property of the SAR government;

5.

All business and transactions in HK should be conducted in accordance with the laws in HK;

6.

Private assets and information about production should be protected by laws;

7.

HK's financial and taxation systems should be independent of those in China;

8.

HK's tariff and external trade system should be independent of those in China

9.

HK's currency should be independent of that in China;

10. Market activities including trading in vold, stocks, foreign exchange and

commodity futures should be allowed • HK:

11. Chinese and English languages should enjoy equal status on legal matters and

public administration;
