19. Taiwanese organisations and staff in HK should enjoy the same rights and

be protected by the law as other HK residents as long as they abide by the local law. The existing links between HK and Taiwan should remain unchanged;

20. The temples, churches and property of all religious groups in HK should be

protected. They could conduct religious activities freely and communicate with other religious organisations in the world;

21. The top administrator and Umelco members should be elected and appointed

through democratic consultation. There should be a considerable proportion of elected members;

22. An advisory commission should be set up in HK to advise the government.

Members of the commission should be nominated by various sectors and appointed by the top administrator. The commission should have a certain number of British members;

23. The administration should be formed by local residents with Chinese holding

the office of Secretaries and above. Existing civil servants could continue employment after the HK SAR is formed;

24. To coordinate urban services, a regional management council should be set

up in HK. Its members should be appointed by the Administration. District boards should serve in a cors

end supervisory capacity;

25. HK's free port and international finance centre status should be maintained by the implementation of free trade, foreign exchange and low tariff policies;

26. Issuing the HK currency should continue and should be jointly issued by

HK Bank and Chartered Bank under authorisation of the HK Administration

27. To encourage Chinese and foreign investments in HK, the interests of investors

and the free flow of funds should be protected by law;

28. To maintain HK's independent free trade system, the usage of its revenue and

reserves should be decided by K

29. A comprehensive education pe ey should be worked out to promote

nationalism and civilism;

30. There should be universa! primary and secondary education;

31. The Government and subvented school system should remain unchanged. The

Government should maximise educate resources;

32. The "mother" language should be the teaching medium in kindergarten,
