The existing social and economic systems should remain unchanged for 50 years from July 1, 1997;

HK should be a highly autonomous region under the central government and should enjoy independent legislative, judicial, final appeal and administrative rights. Apart from defence and diplomatic affairs, all internal affairs should be handled by HK people;

The existing HK law should be retained, but parts which carry a colonial overtone and undermine China's sovereignty should be deleted;

All HK residents should hold HK ID cards and keep their British passports. Residents could apply for "Chinese HK passports" or "Chinese HK Certificate of Identity":

HK could take part in international cultural, economic, trade and educational activities, attend related international conferences and sign related agreements in the name of HK, China;

The central government should set up a commission in HK, while HK should set up liaison offices in Peking or other major cities in the mainland.

10. If any amendments are to be made to the basic law, they must first be passed

by the local legislature before tification by the NPC;

11. HK should not pay the defence cost nor should soldiers be drafted here.

Internal law and order should be maintained by the HK police;

12. HK people should be allowed to have dual nationality;

13. HK people with Chinese nationality or Chinese people born in HK before

July 1, 1997 should enjoy the citiren rights of the People's Republic of China;

14. People who have lived in HK for seven years, irrespective of their nationality,

should become permanent reside of K:

15. All HK residents should enjoy the freedoms of speech, publication, assembly,

forming unions, religion, political uent trade, employment, strike and demonstration;

16. All HK residents should have the Seedom to move abode, emigrate and

travel in and out of the territory.

17. All permanent residents above the are of 18 should have the right to vote

and to stand for elections;

18. All HK residents should abide by the ccal laws and their duty to pay tax,
