45. There was little time to consider next year's agenda. Venezuela made some scatty comments about changing the
titles of items and a rather more sensible suggestion to include an item to review the results of ICARA II. But nothing was decided and the draft provisional agenda prepared by the Secretariat was simply noted.

46. Sudan presented a draft decision, supported by several other delegations, urging amendments to the Rules of Procedure to enable Arabic, Chinese and Spanish to become official and working languages of the ExCom. This followed last year's first proposal and the request for a paper indicating the financial implications.
47. Supporters of the draft said that the receipt of docu- mentation in their own language would greatly facilitate their work and enable their delegations to take a more active part in UNHCR's affairs.

The Office's paper pointed out that decisions would have to be approved by the Fifth Committee. There were difficulties. Translation of the longer documents would result in serious delays in production; outside assistance would need to be sought; and the extra translation would cost $326,940 per 1,000 pages. Several delegates expressed their concern at any greater delays than those already experienced with English and French versions of the documents. Extra costs to the
