Status of Contributions and Overall Financial Requirements for 1983 and 1984 (Item 11)

42. The Director of External Affairs said that, taking into account new pledges and indications of further contributions, the 1983 General Programmes would be fully funded. However some Special Programmes, ie Returnees to Ethiopia, Organised Repatriation from Djibouti and the Orderly Departure Programme would require further funding in the near future. Thanking donors for their generous support, Mr Volfing said that the annual level of voluntary fund expenditure required by UNHCR seemed to have stabilised at US $400 million. The room for
reductions had narrowed considerably. ExCom should note that improved levels of expenditure meant that contributions should be paid as soon as possible to avoid disruption in programme financing. Looking ahead to 1984, he said that the General Programme budget was US $368.5 million and UNHCR would need $150 million of that in the first quarter of 1984 to enable programmes to continue smoothly. He appealed to Member States to announce their pledges at the Pledging Conference in
New York next month.
43. Canada, the only speaker, commended the improved balance
between General and Special Programmes and welcomed UNHCR's principle of providing cost-effective assistance.

Decisions taken under this item recognised the need for a substantial proportion of the 1984 funding requirement to be available at the beginning of the year and urged Governments to make their 1984 contributions as early as
possible.
