UN Regular Budget were not acceptable. In response to questions, the Director of External Affairs said that document 96/625 had only addressed the financial aspect. If these three additional working languages were approved UNHCR would need to recruit additional staff and translation equipment as the services of the UN Office in Geneva would not be able to
cope with ExCom's requirements. There was clearly no consensus and the Chairman undertook to have further consultations on the subject and to ask the High Commissioner to produce a comprehensive study on all the financial and staffing impli- cations. So we are spared for another year but this subject will keep returning until the sponsors of the proposal get their way.
Adoption of the Draft Report (Item 14)
49. The Rapporteur produced an excellent, but lengthy, report. Its thoroughness encouraged delegations to nit-pick and the session needed an extra meeting on 20 October to finish its work.
