China. The Mayor would be responsible for administering the territory. He would

appoint department heads subject to approval by city councillors. The Mayor's tenure of office should be fixed.

Hong Kong's legislative, judicial and executive systems should be independent of

one another.

Local District Boards would be preserved and improved upon to increase people's participation in local affairs and assist the government in implementing policies.

Appointment of government officials should be based on merit and performace. While existing administrative structures should be maintained and they also should be improved to boost efficiency.

The article on establishing special administrative regions in China's

Constitution should specify Hong Kong's special status as a self-administered

territory.. The City Government of Hong Kong would submit annually an administrative report to China's State Council.

Hong Kong's foreign affairs would be handled by the Chinese government. However Hong Kong should manage its own economic relations with other countries.

Hong Kong people should have freedom of speech, freedom of communication, freedom of the press and freedom of publication. In recognising that the Peking Government is the sole legitimate government of China, Hong Kong people should enjoy the rights of forming political parties, establishing associations, organizing meetings, staging strikes and going on petitions.
