China's Army should protect Hong Kong but the territory's internal security should be maintained by the local Police.

As a special adminstrative region, Hong Kong should have independent immigration and internal movement policies which are different from those of China. The specific policies should be negotiated between the Hong Kong Government and the Chinese Central Government and implemented by the former.

Hong Kong Chinese would carry Chinese passports and have the same rights and obligations as other Chinese citizens. would retain the freedom to emigrate and to study abroad.

As a special adminstrative region, Hong Kong would preserve the capitalist economic system, but appropriate reforms must be carried out to spur economic growth and let the people share its fruits.

Hong Kong would remain a free port open to foreign countries.

Hong Kong's status as an international financial center should be maintained and the existing foreign exchange and financial systems should be preserved. The stock, gold, financial and commodity markets would continue to be open to the world.

The tax system should be kept simple, reasonable and attractive to foreign investors.

Hong Kong's economic system should remain independent from China's overall economic plans.

The City Government's budget should be independent.
