condition for the solution of Hong Kong's economic problems. Therefore, future modifications of the political and economic systems should take into account the interests and wishes of Hong Kong citizens. Any reform should be implemented modestly and gradually through democratic consultation and negotiation.

The economic coopeation betwen Hong Kong and China has always been mutually beneficial. China not only is a major supplier of raw materials and ncessities to Hong Kong but also has become an important export market for Hong Kong products in recent years. Hong Kong's economic development has also benefited from China's modernization programs. A closer tie will boost the prosperity in both Hong Kong and China.

CONCRETE PROPOSALS

(A) On the Political System

In the transitional period between now and the time when China formally restores sovereignty over Hong Kong, the existing political system must be reformed. The basic principle for reform is to let people participate in politics. We should adopt suitable methods and seek various

opportunites to expand the participation of Hong Kong citizens in the administration of local affairs.

After China has restored sovereignty, Hong Kong's Legislative Council should become a City Council. The majority of the City Councillors should be elected by Hong Kong people. The City Council should have power to pass laws, and to advise and supervise

the government. The City Council chairman, elected from among the Councillors, would be an ex-officio representative to the National People's Congress of China.
