The solution to the probelm of Hong Kong's future should aim at creating conditions for the further development of the local economy and the enhancement of the living standard of the people.

We think that to secure robust development for the territory the principle of 'Hong Kong people

administering Hong Kong" must be implemented. After China has recovered sovereignty she should ensure that Hong Kong has a free, democratic and autonomous government.

OUR UNDERSTANDING OF THE CURRENT SITUATION

We understand that to preserve the economic status quo is the wish of the majority of Hong Kong's citizens. People are worried that Chinese intervention into the political reality of Hong Kong will lead to prompt deterioration of the status quo. One popular view is that if China recovers sovereignty and exercises administrative power over Hong Kong, funds will drain away and social disturbances will result, seriously damaging the local economy and people's material welfare. Obviously this is speculation not based oA in-depth analysis. The main objective of capitalist enterprises is to seek profit and funds will flow in wherever prospects for making profit arise. Investment opportunities are always relative. other words, as long as Hong Kong maintains all its favourable conditions which facilitate investment and other countries or regions are not offering the same or better conditions, there should not be the worry that capitalists would refrain from investing here. Some funds may be withdrawn but new funds will come in, and even withdrawn funds may return one day. China has made it clear that she will keep Hong Kong stable and prosperous after sovereignty is restored. If we make efforts to acquire the relevant knowledge and expertise and accumulate experience, there is no reason to believe that the economy would suffer serious setbacks when Hong Kong people take over administration of the territory from the British.

Basically China wishes to keep Hong Kong prosperous over a long period. This not only is beneficial to the modernization of China but also is a necessary
