FUTURE OF HONG KONG THE QUEEN

1. Mr Brown in COD has told me that Mr Fellowes at

Buckingham Palace has informed him that The Queen is

concerned that She is not being kept fully informed on

inter alia Hong Kong. The Palace have asked whether they

could see all telegrams which go to No 10.

2.

Clearly The Queen would find it difficult to start

seeing telegrams in the future of Hong Kong series without

background briefing. The Prime Minister may wish to

consider how this should be done. I submit a draft letter

to No 10 alerting them to the problem.
