FUTURE OF HONG KONG: THE QUEEN

Buckingham Palace have told our Communications

Operations Department that they would like to see

telegrams on the future of Hong Kong. Her Majesty does

not feel that She is sufficiently informed on the

subject.

We can of course send the Palace telegrams in the

future of Hong Kong series but it would obviously be

difficult for The Queen to come in in the middle of the

story without some background briefing. In view of the

delicacy of the question the Prime Minister may herself

wish to provide this. You may wish to inform her of the

Palace's request but we shall be submitting within the

hext few days a draft brief for the Prime Minister's use

if desired.
