HONG KONG NEXT STEPS IN NEGOTIATIONS

The Prime Minister has approved the establishment of

a Ministerial Sub-Committee on Hong Kong. This letter

considers the arrangements which are likely to be

necessary at official level, both to service the

Ministerial Sub-Committee and to ensure that our

negotiators in Peking are properly serviced if the talks

move into a more intensive phase.

talks and on other developments, some contact will be
