HONG KONG NEXT STEPS IN NEGOTIATIONS
The Prime Minister has approved the establishment of
a Ministerial Sub-Committee on Hong Kong. This letter
considers the arrangements which are likely to be
necessary at official level, both to service the
Ministerial Sub-Committee and to ensure that our
negotiators in Peking are properly serviced if the talks
move into a more intensive phase.

While the FCO will obviously remain responsible for
the most of the reports to the Ministerial group on the
talks and on other developments, some contact will be
necessary at official level with the Departments

represented at the Sub-Committee.

order to prepare effective briefing for our negotiators
on such topics as international trade (DTI), Defence and
