Hong Kong in August 1982 special contacts were

established with a number of Departments in order to obtain advice on detailed areas. We propose that the

same systems should be employed to cover the detailed

talks. Essentially the FCO would contact individual

Departments on a very restricted basis in order to consult them on specific aspects. In addition an

official steering group should be set up under the chairmanship of Alan Donald, the AUS responsible for

Asia, to oversee questions of briefing for the

negotiators which affect Departments in common and also

as necessary to service the Ministerial group.

I should be grateful to know whether the Prime Minister agrees with these proposals.
