necessarily available in another, although differences are now minor. Further details on the supplementation scheme are available in an ODM pamphlet "A Guide to British Supplementation Schemes".

Designated Officers are officers in the public service of a DT who are designated by the Government of the UK to be eligible for the benefits accorded under the OSAS agreement with the Government of the Territory concerned. Whenever eligibility for designation is in question, the case should be referred to Recruitment Executive of ODM.

The OSAS Vote is the responsibility of the Minister of Overseas Development.

OSAS policy and management of the Scheme is a matter for the ODM, but there is close consultation with DT geographical Departments in respect of their Territories and with the DT Staffing Section on questions with wider staffing implications.

Where matters affecting OSAS may have political repercussions or implications for general policy affecting more than one DT (eg variations in OSAS agreements), correspondence between the ODM and the government of the DT concerned is copied to the DT Departments, who are responsible for advising the appropriate ODM Department on such matters.

Correspondence on the management of the scheme and day-to-day matters affecting individual officers is dealt with between the appropriate ODM Department and the Government concerned, save that in any case likely to give rise to special difficulties there will be consultation between the appropriate DT Departments and ODM Department.

On OSAS matters the ODM corresponds direct by Government-to-Government telegram in the MODEV series, savingram or semi-official letter. Such direct correspondence covers

Questions of designation under OSAS, including designation of persons recruited direct by the Overseas Government

Matters relating to the individual payment of salary supplement or allowances

Reviews of rates of supplements and changes in the scale of allowances and conditions relating to payments of supplements and allowances.

TECHNICAL COOPERATION ADVISORY PERSONNEL

In addition to the recruitment of expatriate staff to fill vacancies in the public services of the developing countries, the UK provides experts under the technical cooperation funds administered by ODM. Technical Cooperation officers are recruited and employed by HMG for limited-term non-executive assignments overseas. These assignments are requested by the overseas governments concerned and, in respect of the DTs, the applications are considered by the DT geographical Department in consultation with the appropriate ODM Departments. Normally the off-shore costs of these assignments are met from the technical cooperation funds administered by ODM, and the local costs by the recipient government, but there are different financial arrangements for grant-aided Territories. Day to day administration on conditions of service are covered by Estacode, and General Instructions and Guidance Notes, copies of which are available in all DTs to which such officers are seconded, and in DT geographical Departments.
