officers serving in DTs. Those officers admitted to HMOCS were given the benefit of certain specific undertakings related to superannuation and compensation in the event of the Territory which they served becoming self-governing and ceasing to be subject to direction of the Secretary of State in staff and financial matters. All members of HMOCS are permanent and pensionable and were originally recruited by or under the direction of the Secretary of State. The majority are in Hong Kong. Many senior expatriate officers in a number of DTs are either HMOCS or former officers re-employed on contract. Personnel Services Executive of ODM deals with the affairs of these officers, except discipline (all officers) and Administrative, and senior Legal and Judicial Officers. These are the responsibility of DT Staffing Section.
Expatriate officers on contract are recruited mainly in the UK by either the DT Staffing Section (Administrative officers and Senior Legal and Judicial officers only), the ODM, the Crown Agents or (for Hong Kong) the Hong Kong Government Office in London. Those so recruited serve on overseas terms ie they are provided with return passages for themselves and their families and usually enjoy special leave conditions. In DTs assisted under OSAS (see para 4.5), they may also qualify for other benefits. Some contract staff are recruited direct by the Governments of DTs; and these also may be eligible for OSAS benefits, subject to designation by the ODM (see para 4.5.2). Contract officers are subject to Colonial Regulations in addition to the terms of their contract.
Officers seconded from the UK Home Civil Service or from HM Diplomatic Service. These secondments are arranged by the DT Staffing Section in respect of Administrative, and Senior

Legal and Judicial Officers and by or through the Personnel Services Executive of ODM in respect of other officers. Where appropriate, part of the cost of these appointments is met from the OSAS Vote (see para 4.5). The secondment terms of the individual officer are normally based on the Civil Service Pay and Conditions of Service Code or the non-representational elements of Diplomatic Service allowances as the case may be.
4.4.5 The ODM Corps of Specialists is a small home-based cadre set up in 1966. It consists of a few administrative and a larger number of technical officers. Most of its members are former HMOCS officers, and they enjoy guaranteed terms of employment for up to 10 years. The Corps is managed by Recruitment Executive, ODM, although the DT Staffing Section is concerned in the assignment of officers to administrative and senior legal and judicial posts in DTs.

OVERSEAS SERVICE AID SCHEME
OSAS is a form of technical co-operation (but distinct from the form which provides for Technical Co-operation appointments; see para 4.6) which is designed to supplement the salaries and allowances of expatriate members, mainly UK citizens, of the Public Services in the developing countries overseas, including the Public Services of the remaining DTs. OSAS provides for the supplementing of local salary scales and for such additional benefits, where appropriate, as education allowances for children, payment of passage costs (including those for children's school holiday visits) and other benefits. The assistance available is governed by the terms of the agreements with the individual countries concerned and these are designed to provide the necessary inducement to enable the Overseas Government to recruit and retain British staff in its public service.
