FUNCTIONS OF DT GEOGRAPHICAL DEPARTMENTS IN RELATION TO RECRUITMENT
DT geographical Departments have a general responsibility to assist the Territories with which they deal in manning their public services in the most satisfactory manner. They normally have no direct recruiting function.

The DT Staffing Section is directly responsible for dealing with all vacancies for Administrative Officers in DTs, including their recruitment, and for the appointment of Senior Legal and Judicial Officers. Requests from the Governments of DTs for staffing assistance should be passed to the DT Staffing Section. That Section proceeds at all stages in consultation with the DT geographical Department concerned, the Legal Advisers where appropriate and the ODM.
Requests for staffing assistance other than in the administrative, legal and judicial field are addressed by the DT Government concerned to the DT geographical Department who refer the request to Recruitment Executive ODM. ODM will arrange recruitment by the appropriate recruitment body (ie Crown Agents) if the category of application is not handled by ODM (but see para 4.7.6). When a Development Division (DEVDIV) is responsible for a territory the DEVDIV will process the request by attempting to fill the vacancy from its area. If DEVDIV is unable to find a suitable recruit they inform the geographical Department FCO which passes the request to Recruitment Executive ODM for action.
Should the appointment in question warrant it, the DT geographical Department should indicate that it wishes to be associated with the selection process as appropriate eg by being represented on the Selection Board. The DT geographical Department is also responsible for ensuring that on completion of the selection process an appropriate communication is sent to the Territory. This might take the form of either a recommendation for the filling of the vacancy or a notification of an appointment which has already been made. Such communications may issue from the recruiting body concerned (in which case, it must be copied to the DT geographical Department concerned).
The Government of Hong Kong recruit professional and technical staff, except for educational appointments, superscale posts and certain other special appointments, directly through the Hong Kong Government Office in London. The Secretary of State's representative sits on the Selection Board of appointments to the Royal Hong Kong Police Force Inspectorate as appointments in the Inspectorate are in many cases, appointments to HMOCS.
Whenever, in accordance with Colonial Regulation 19 (see para 4.2), an OAG reports the existence of a promotional vacancy, with his proposal for filling it locally, the desk officer in the DT geographical Department should exercise discretion. There is no need for intervention when there are numerous vacancies, and approval can be given at once without consulting the ODM. There are however some vacancies, particularly Heads of Departments in a Territory, or the higher administrative posts when consideration should be given to possible claims for
