The general immigration policy on the admission of aliens for employment is to admit only those who have a special skill, knowledge or experience not readily available in Hong Kong. Their entry is normally subject to a time limit to enable the position to be reviewed form time to time. Ms. Vertucci is a US citizen. She was allowed entry for employment as Assistant Editor of the "Asia Monitor" and has continued in this post whilst working concurrently as a co-director of the Asia Monitor Resource Centre. Her employer argued that the nature of the work required a native speaker of English and since most of their audience are Americans the employee must have skills in effective communication with that audience. The position was said to demand speed in the reading of a number of English language publications every day. and absolute linguistic precision in the ordering and synthesising of news items.
