In due course, a circular of instructions to entry clearance
issuing posts will be needed. This however will follow laying of the Rules and can be based on instructions to the Immigration Service. Posts will need to have it by 1 January.
SCORRI
I have sent a telegram to posts in the sub-continent telling them that a reply to SCORRI will not be published before late October or early November.
Rayner Scrutiny
The Home Secretary is being advised to agree to early publication of the Rayner Scrutiny. This is mildly embarrassing in view of the final sentence of Mr Pym's letter to Mr Whitelaw. But it is all right. Our main concern that the government's decisions should be published at the same time is being met. If asked, we can say this.
