I attach for approval the text of the draft White Paper containing the Government's proposals for changes in the Immigration Rules.
The changes
in the Rules are underlined and will appear in the published text in italics. The paragraphs will be renumbered before the text goes to the printers.
2. The text follows the format of the previous White.Paper. Part I contains
a few paragraphs describing the main changes and Part II contains the draft Rules. Part I has been deliberately drafted in a low key.
3. Also attached is a "Table of Changes" (not intended for wider circulation) which may be helpful to Ministers in finding their way round the text.

Husbands and Fiances
These are dealt with in paragraphs 50, 52 and 117. The text of the draft rules has already been approved by 'H' Committee.
Nationals of the European Community and their Families

5. Ministers have previously approved the new Rules, which are in Part V and paragraphs 125 to 132. They have now nowever been further amended (paragraphs 63B, 65(b) and 131A) to give effect to the decision that EC nationals should no longer be required to register with the police.

Children born in the United Kingdom who are not British citizens
Ministers have already approved our proposals. The text attached differs in a few details from the text, enclosed with the submission of 14 July. The provisions on this subject are/ Part IV A, paragraphs 85, 88 and 1174 - 1175.

Consequential Changes
Textual changes which are consequential on the 1981 Act are in paragraphs 4,5,41,81,121 and 133. The first part of paragraph 5 has been drafted so as
