1. As you may know, Sir Edward Youde, the Governor of Hong Kong, accompanied by a group of council members, will be calling on the Prime Minister on 8 September. This will be formally confirmed in a letter about John Freeland's meeting with the Attorney General which should shortly reach Shirley Littler.

Meanwhile Henry McQuade has told me he believes that the visitors will be particularly sensitive on the sovereignty and nationality issue. Among the questions they are likely to raise are:-

a) In the event of a change in sovereignty could the nationality status of BDTCs alive in Hong Kong at that time be altered by any means other than by amending legislation?

b)

Could BDTCs born before a transfer of sovereignty maintain their right to transmit their nationality to children born subsequent to such a transfer?

We shall need to include these points in the briefing.
