1. A copy is attached of the Home Secretary's reply of 16 August to Lord Boyd-Carpenter's letter to him of 30 July.

2. Mr Whitelaw does not mention the Hong Kong aspect and, depending on Lord Boyd-Carpenter's reaction, there may be no need for us to do so.

3. If nothing further emerges on paper you might find it use- ful to enquire of Home Office Private Secretaries whether Lord Boyd-Carpenter appears ready to rally to the Home Secretary's side, or at least to drop the matter.
