1. Please see the attached copy of Hong Kong telegram number 472. Mr Watts' minute of 13 April to you says that we must use the description in the Bill and yours to Mr Watts explains the arguments against various alternatives.

2. The Unofficial members of the Executive and Legislative Councils to whom the acting Governor has to explain our decision include several lawyers. I should, therefore, be grateful for a paragraph giving the legal arguments which the acting Governor could quote.
