1. Thank you for your letter of 29 April. I can confirm that this question is under active consideration in the Home Office but that they are not in a position to give us an answer yet. They are having to do a considerable amount of research into various aspects, while at the same time bearing in mind the fact that anything decided will of course have to be capable of general application - not just to Hong Kong.

2. I hope that by the time Stephen Kuo gets here things will have progressed a good deal further. In any case it will be very useful for him to see people at the Home Office, as well as here in MVD and NTD. Warwick Morris, who met Kuo in Hong Kong last month, is making appointments for Tuesday 22 June, am in the FCO and pm at the Home Office in Croydon. He will let Kuo have details shortly.
