Training Courses to Improve Standards

A technician employed by a state-owned machinery factory in Kunming Municipality, Yunnan Province, said the Factory has a workforce of about 1,500. Business has pros- pered in recent years as a result of the increase in the number of industries. However, like most industrial enter- prises, the Factory has encountered difficulties in further development. The major problem is the poor academic stand- ard of the workers, who fail to grasp modern technology and production t chniques. In August 1982, in a bid to raise standards, the Central Government issued a directive that

all state-owned industrial enterprises must set up full-time training courses for their workers and staff. The training courses last for a period of six months and provide general subjects at middle school level. There is a written examin-

ation at the end of the course. All workers aged 30 or under

must attend.

Factories Face Finanical Difficulties

A work r cmployed by the Dongguang Chemical Fertiliser Factory in Dongguang County, Guangdong Province, said the Factory employes about 1,000 workers and produces over 20,000 tons (sic) of ammonium bicarbonate annually. Coal and petroleum used as fuel account for a large part of the operational costs. Traveller said the enterprise suffers heavy annual losses because of the large consumption of fuel and huge maintenance expenses on obsolete machinery. Since the beginning of 1982 the factory's financial situation has deteriorated because many agricultural communes have begun to use carbamide instead of ammonium bicarbonate. It is cheaper and more cffective. In May 1982 the factory auth- orities modified some of the machinery and changed to the processing of cane sugar.

Traveller added that many small chemical fertil- iser factories in Huiyang Prefecture have experienced simi- lar difficulties and have closed down. The larger state-
