Traveller added that there are three water conserv- ancy commissions under the direct administration of the Ministry of Electric Power and Water Conservancy. These are the Changjiang (Yangtse) River Basin Office, the Huanghe River Water Conservancy Co mission and the Zhujiang Water Conservancy Commission. The Ministry has set them the task of improving water conservancy across the major river basins
in China.

Disabled and Handicapped Workers

A worker employed by a factory which employs the disabled and handicapped in Shanghai Municipality said it is
one of four factories of this type in the Municipality. They
resumed operation after the Cultural Revolution, under the administration of the Municipal Labour Bureau. The require- ments for employment are as follows:

a) The applicant must have been born blind,
deaf or dumb; or have become disabled following an accident.
b) The applicant must have a valid house-
hold registration in the City.
c) The applicant's disability must be
certified by a qualified doctor appo-
inted by the Municipal Labour Bureau.
An application for employment can be submitted directly to the Municipal Labour Bureau without the recom- mendation of the working unit or neighbourhood committee
concerned.

Traveller said successful applicants are given light duties to perform, mostly in the garment and textile indus trics. They carn RMB 40 per month and have free trans- port to and from the factories provided daily by their respective neighbourhood committccs.
