Departure Group (e)

This group consists of 13 refugees who claim to have left Hanoi on 19th October 1981 and to have sailed from Haiphong on the following day. Eight of this group arrived in Hong Kong in December 1981 on board L/M 1538 and the remaining five on 8th May 1982 on board L/M 1648.

The group of five admits to having spent periods of between one week and one month at a refugee reception centre in Guangzhou. It claims to have been taken to Zhanjiang and placed on board the L/M 1648 boat by Chinese officials.

The group of eight was not questioned as part of this investigation, The group of five all failed the Vietnamese Knowledge test and gave uncon- vincing accounts of the departure and voyage from Haiphong. It is suspected that all this group of five are ECVIIS, and this casts doubt on the other group of eight which arrived on L/M 1538..
