formation and other capital works;

(f) they should not adversely affect other

planned development;

(g) population in each camp should as far

as possible be restricted to a maximum

of 5,000 refugees.

16.

Applying these criteria, the following

Correctional Services institutions are already being

used to some extent to detain Vietnamese refugees :-

(a) Cape Collinson Correctional Institution

(capacity 600, reserved for ex-China cases);

(b) Tai Tam Gap Correctional Institution

(capacity 125); and

(c) Tai Lam Centre for Women (capacity 175).

Exceptionally Victoria Detention Centre (capacity

600) is being used for certain categories of

refugees.
