With the addition of some accommodaton for trouble-

makers and depending on which options in paragraph 5

is adopted, it would be advisable to plan for the

establishment of closed camps to accommodate some

5,000 Vietnamese refugees by the end of the year and

to plan for an infow of a slightly reduced number in

1983.

Sites

15.

It is proposed that the following criteria

should be applied to the selection of sites :-

(a) sites should be away from centres of

population, but not so remote as to

aggravate management and transportation

problems;

(b) they should as far as possible be close

to existing institutions;

(c) sites should be relatively easy to isolate

and enclose;

(d) they should have reasonable access to basic

services such as water, electricity etc. and

(e) they should be readily available for use or

development requiring the minimum of site
