Mr Clift asked on Hong Kong telegram number 1223 how things were going and whether we should weigh in.

Two other subsequent telegrams are relevant: Peking telegram number 693 and Hong Kong telegram number 1232.

I have been keeping an eye on this and have been discussing it with Mr Sindon, MAED. He fully understands our concern - and Hong Kong's to avoid putting too much pressure on the Chinese over air services at the present time, given the wider implications for the future of Hong Kong in the talks that are currently taking place thereon. Paragraph 2 of Hong Kong telegram number 1223 hits the nail on the head.

MAED will ensure that we see the reply in draft to Hong Kong and Peking before it issues. (DOT normally do the first draft and pass it to MAED who consult as necessary) Mr Sindon's view is that provided CPA get the additional capacity which they are seeking for the period December to March the need for a meeting this year will be far less pressing. DOT, however, may wish to take a tougher line and as a result we may, as we have done before, have to react rather strongly.
