As indicated in Pe0-Telegram

to Hong Kong the draft

proposed in our Telecom 214 now needs more substantial

amendment to reflect the fact that we are not now

prepared to bring matters to a head with CAAC.

Subject to any comments from Hong Kong to be received

not later than 28 June

we suggest that the first two

telno

paragraphs of the letter in our Telegram 214 need no

amendment beyond a reference to the Chinese note of

2 June in the first sentence. Paragraphs 3 and 4 might

then be replaced by the following text

We look forward to the resolution of

this matter as soon as possible and I should

therefore like to take this opportunity to

confirm the invitation I extended to you

at our meeting in March to resume our

discussions in London in the early Autumn.

For this purpose I would propose the week

commencing 18 October, and should be pleased

to learn shortly whether this would be

convenient to you and your colleagues.

4 Meanwhile, since we have no wish to

inconvenience passengers during the summer

season I have arranged for CAAC's permits for

services to Tianjin and Nanjing to be extended
