In the meantime DOT propose to approve the existing level
of Tianjin/Nanjing services up to the end of October, by which
time a further round of talks with CAAC should have taken place.
We shall be telegraphing separately to Peking, copied to you,
a draft of a new letter from Stevens to Lu dealing with this
point and also answering points raised by Lu with Atkinson
(Peking telno.279).
