To permit operations associated with a Deep Bay airport, it is vital that protected airspace be established extending a minimum distance of 5nm to the north of the extended centrelines from the northern runway of both schemes. protected airspace would lie partially within PRC territorial airspace. Operation of the airport is totally dependent on the ability of Hong Kong to assure control of this airspace.

There appears to be, at present, no positive method of safeguarding and subsequently controlling obstructions within the PRC where potential obstruction areas lie beyond

the border.

CAPACITY INDICATIONS

A detailed analysis of aerodrome capacity for Schemes "A" and "B"

not possible in the study timescale. Related work for Chek Lap Kok has been adapted to arrive at the following approximations:

Scheme "A" Capable of 48 to 52 operations (balanced demand) in the busy hours, sufficient

sufficient to meet the forecast 1995 demand, but not beyond to any significant degree.

Scheme B Capable of 86 to 96 operations sufficient meet the demand beyond the foreseeable future. This assumes that procedures for fully independent operations could be devised within the airspace constraints, which may not be possible. In any case, the scheme has far

greater capacity than Scheme "A", but note that it does not meet the requirements of Para 1.3.

USER ACCEPTABILITY

Within the limited timescale of this study a full airspace user consultation programme was not possible. However, a representative of the IATA Airline Consultative Committee (ACC) from Cathay Pacific, representatives of CAD Air Traffic Management Division, Controller Aviation Safety, and the Consultants met early in the process for discussions on potential

user reaction:

The primary concern expressed by the IATA representative was the need for Government to provide assurances that the air routes would be fully protected under any circumstances, i.e., that the airport would not be politically vulnerable,

RAF Sek Kong operations and the Castle Peak firing area restrictions must be considered,

Air routes along the border must be adequately protected and traffic coordination assured,
