2.4 NOISE/LAND USE COMPATIBILITY
Noise exposure estimates prepared on the basis of initial indications of reasonable flight track locations, operating procedures, and weather conditions indicate a range of potential exposure areas in the Northwest New Territories which depend on the procedures chosen and the conditions assumed. In previous Hong Kong replacement airport studies a Noise Exposure Forecast (NEF) value of 25 was selected as the level above which new residential development would not be recommended. The range of locations of this value for operations in 1995, varying with the assumptions described in the text, is shown in Figure 2-5. The figure indicates that if an airport were built in Deep Bay in the manner discussed in this study, the present noise limit for new residential development would include parts of the peninsula ending in Tsim Bei Tsui, and it could include parts of the Deep Bay coastline, Tin Shui Wai, Fairview Park, San Tin, and adjacent areas to the south and east. It is possible that with further study of operating procedures and development of more extensive meteorological data, some reductions in noise exposure may be achieved in some, but not all, of these areas.

PHASING/LONG-TERM EXPANSION
Given the political constraints that all operations must conducted within the mid-bay line (Para 1.3) only Scheme "A" is operable and both runways must be constructed in the initial phase. Until that constraint is removed,
no significant expansion of airport capacity is possible.
(It is theoretically possible to construct a very costly tandem runway that would permit some increase to departure capacity for northeast operations. The system would remain "arrival-limited", i.e., no sustained capacity increase against balanced demand.)

COSTS OF CONSTRUCTION
Orders of cost were based upon Chek Lap Kok mid-1979 cost data and assumptions. Only land reclamation cost ranges were developed for the Scheme "A" configuration with upper and lower indications drawn from the all-borrow case versus the borrow and imported fill case. Cost implications beyond reclamation costs were not considered.
