PRIME MINISTER'S VISIT TO FAR EAST IN SEPTEMBER 1982

Problem

1. To consider who from Hong Kong should accompany the Prime

Minister on her visit to China.

Recommendation

H

2. I recommend that the Governor, Sir E Youde,, should accompany

the Prime Minister.

Background and Argument

At a briefing meeting at No 10 on 28 July it was agreed that

Sir E Youde should appoint someone from Hong Kong to join the

Prime Minister's party in China. In a subsequent discussion between

Mr Donald, Sir P Cradock and Sir E Youde after the meeting

it was

thought that the way of ensuring that Hong Kong's views were readily

at hand for the Prime Minister in Peking would be to send

Sir Philip Haddon-Cave, Hong Kong's Chief Secretary; he had a

great knowledge of Hong Kong's affairs and administration and, as

a former Financial Secretary of Hong Kong, a grasp of the Territory's

financial and economic scene.

At a meeting with Unofficial Members of the Legislative

and Executive Councils on his return to Hong Kong, unprompted,

Unofficials expressed their hope that Sir Edward would be included

as a member of the Prime Minister's party during her visit to Peking

to discuss the future. They thought this essential in order to give

confidence to the public in Hong Kong that their views would be
