Though they recognised UMELCO's concern that

Hong Kong should be represented authoritatively they thought that the

presence of the Governor would give the impression that the Prime

Minister's visit was of make or break importance for the future of

the Territory and raise expectations. It could also increase the

Chinese leaders' expectations about the degree of progress we expected

to make in September.

Mr Donald has consulted Sir P Cradock who sees force in his

Embassy's argument.

However, after careful consideration Sir P Cradock

accepts that there are overriding political factors in Hong Kong which

may make it necessary for the Governor himself to be seen to be

participating in the visit.

It is thus satisfactory that, in formulating advice to the Prime

Minister the FCO, the Ambassador and the Governor of Hong Kong have

a close identity of view. I hope therefore that the Secretary of

State would acquiesce in a recommendation to No 10 that Sir E Youde

accompany the Prime Minister.
