Bernard Ingham has asked me to thank you for your letter of 24 June and to reply on his behalf.

The Prime Minister would certainly consider it an honour to open your new premises whilst in Hong Kong but I very much regret that this will not be possible.

Although the programme for the visit has not yet been finalised it is already clear that the pressure on Mrs Thatcher's time in Hong Kong will be intense and as a result I am afraid it will be impossible to include either the opening or a lunchtime address to the Press.

However may I assure you that there will be an occasion during the Prime Minister's visit for the local and international press to put questions to her.

I am sorry to have to send you such a disappointing reply

but hope you will understand. you whilst you are in London.
