We understand that it is likely, although not yet confirmed, that the Prime Minister will visit Hong Kong after her planned visit to China in September and we would like to propose that she takes the opportunity to address the international and local press at the Foreign Correspondents' Club. The FCC is a traditional forum for luncheon addresses by visiting dignitaries.
It would provide an opportunity for Mrs. Thatcher to sum up the results of her China visit, perhaps expanding on the question of the future of Hong Kong.
The FCC will, by September, be well installed in its new club premises quite close to the Government Offices. We would be doubly delighted if Mrs. Thatcher could do us the honour of formally opening the new club.
I have had an initial discussion of the proposal with Mr. Robert Sun, Director of Information Services for the Hong Kong Government, and he recommended that I write to you.
I shall be in London during July to visit Reuters (my employers) and will take the opportunity to telephone you for further discussion.
