SUBJECT: LORD BELSTEAD'S VISIT TO HONG KONG & THAILAND

Merle Kawins

$--

In my recent letter about Lord Belstead's visit to

Hong Kong and Thailand, I said Lord Belstead would be

accompanied by one official (Mr Donald) when visiting Hong Kong. In view of the delicate nature of the negotia-

tions on the future of Hong Kong the Secretary of State thinks it would be adviseable for Lord Belstead also to

be accompanied by a press spokesman to ensure that the

press in Hong Kong are not able to fabricate any differences with the line we are taking in London.

I am copying this letter to Richard Hatfield (Cabinet

Office) and Michael Pownall (House of Lords)
