Mr Clift, Mr McQuade and I discussed on 12 November the briefing for Lord Belstead's forthcoming visit to Hong Kong, and agreed that the following briefs should be prepared:

This was subsequently leared with PS/Lord Belstead and a telegram sent on 12 November to Hong Kong and BTC Hong Kong, seeking comments and asking for personality notes. I have also spoken to Mr Powell, MOD, who did not think any specific briefing on Defence and Security was required, but would contact us if he changed his mind. (There will of course be some reference to the British Forces in the Steering Brief, as Lord Belstead will be spending some time with them.)

3. I should be grateful if you would now coordinate the preparation of these briefs. This is an important visit and it is essential that Lord Belstead should be fully briefed on all subjects likely to arise during his visit. I suggest that, where appropriate, you base these on the briefs prepared for the Prime Minister's visit, although these will need to be updated and in some cases additional background material provided in view of Lord Belstead's more direct responsibility for Hong Kong. You will need to ask DOT/DOI for a draft on (i) and to consult other FCO departments (e.g. FED on (k) and (1)).
