LORD BELSTEAD'S VISIT TO HONG KONG & THAILAND

Miss Fenwick's recent (undated) letter to Tim Flesher informed No 10 of the arrangements for Lord Belstead's visit to Hong Kong and Thailand in December. It said that Lord Belstead would be accompanied by one official in Hong Kong.

2.

In view of the delicate nature of the negotiations on the future of Hong Kong, and given the voracious appetite of the Hong Kong press, Mr Donald has recommended, and Lord Belstead agrees, that he should include in his party Mr Ivor Roberts of News Department.

3.

I would be grateful for your confirmation that this is accept- able. I submit a draft letter to No 10, if you think they should be advised of this change.
