Article 46 Members of the Advisory Council will enjoy the same privileges and rights as the Deputies.

Article 47
The elections and the date on which they are to be held will be provided for in an official order of the Government of Macao. 2. The Governor will provide for the publication, in the Official Gazette, of a list containing the names of the bodies mentioned in sub-paras (b) and (c) of no 2 of Article 44.
Article 48 - 1. It is the duty of the Council to express its opinion on all matters relating to the Government and the Administration of the territory, which the Governor may submit to its consideration.
2.
The Council must be heard on the following matters:
a) Draft laws submitted by the Government to the Legislative Assembly;
Draft decrees to be published by the Governor;
b)

Regulation of the execution of legal diplomas in force in the
territory;

Drafts of the general plans of economic development of the territory; e) Definition of the general guide-lines of economic, social and
financial development of the territory;
f) Refusal to grant entry to national or foreign citizens for reasons
of public interest, or order of expulsion, in accordance with thelaw, whenever their presence is a cause of serious inconvenience of an internal or international nature, the right of appealing to the President of the Republic being safeguarded.
3. It is the duty of the Council to draw up its own regulations.
Article 49 1. The Council will meet whenever it is summoned by the Governor, but it will only function if the majority of the effective members are present.
2. The Council's decision will be taken by a majority of the votes of members who are present, the Governor being entitled only to a casting vote.
3. Opinions on draft decree-laws or laws will be given within the
period fixed in the Council's regulations or that fixed by the Governor, should the matter be considered urgent.
