e) Conditions for the submission of proposals or draft territorial

laws, and terms to be met for their consideration;

f)

Formalities to be met in the final wording of the laws approved

by the Assembly;

g) h)

Periods for the drawing up of proposals or opinions;

Regulation of the powers, rights, immunities and privileges of

the members of the Assembly;

i) The rules provided for in the present State and those which may be considered necessary for the functioning of the Assembly.

SECTION IV

Advisory Council

Article 43 The Advisory Council will be presided over by the Governor or whoever may replace him, the Governor or such substitute being entitled to delegate the presidency to one of the Council's members.

Article 44 = 1. The Council is comprised of five elected members, three ex officio and two appointed, their term of office being three

years.

2. Elected members will be elected in the way and by the bodies

indicated below:

a)

Two by the territory's administrative bodies and chosen from among their members;

b)

One by the bodies representing moral, cultural and welfare interests; c) Two by economic associations, and chosen by the managing bodies.

3.

The following are members ex officio:

a) The Deputy-Secretary in charge of the Services of Civil Administration,

or, in his absence, the relevant Head of Department;

b) The Attorney of the Republic;

c)

The Head of the Department of Finances.

The appointed members will be appointed by the Governor, from

among citizens of well known merit and prestige, and they will exercise their functions for a period of three years.

5. Five substitutes will be elected at the same time as the five effectivemembers of the Council.

Article 45 1. Should they be absent or in any way unable to attend meetings, members ex officio will be replaced by their legal substitutes. 2. The Governor will be responsible for the replacement of the appointed members.
