Purpose
To evaluate application and, if supported, obtain approval of TAC and ExCo.
To reach agreement if possible between Government and the Hong Kong & Kowloon Wharf & Godown Co. Ltd. (KWG) on the development and operation of a transport system incorporating a light rail transit system for Tuen Mun and Yuen Long; and to present a submission to the ExCo accordingly. If not possible, to find alternatives methods of construction.
(a) Review operations of
KMB, and CMB.
(b) Amend Public Omnibus
Services Ordinance.
(c) Consider roll over of
franchises.
Progress Made & Present Position
Proposal submitted to TAC on 6 August 1982, which supported the application. However ExCo is not of a mind to consider either the Ferry Company's requests for fare increases until the new franchises have been settled.

Draft Bill and franchise under preparation.
Following submission to ExCo on 20 July 1980, pursue further negotiations with KWG and report back to ExCo.
Next Quarter Targets
Submit to ExCo, together with paper on Star Ferry Franchise.
Report progress of negotiations to ExCo.

Recommendations of KMB and CMB Review report endorsed by TAC, and approved by ExCo.

(b) POSO amendment bill, in final draft form, has been referred to bus companies for comment.

Monitor
implementation of recommendations.
