A proposed joint venture between CLP and the Guangdong Power Company (GPC) which would enable CLP to purchase about 60% of the output of the projected 2 x 900MW station in the early 1990s.

yet been formally communicated to HKG by the Government of PRC.

of the plant and equipment has yet been made by the Chinese.
(c) The question of HKG financial
participation in the project is being reviewed.
(d) HKG's role in seeking to
ensure that the project is safe is being addressed.

Final
decisions on financial
participation and the Government's role with regard to safety of the installation depend to a great extent on the decisions on (a) and (b).

(4) UK/China
Air Services Agreement
To seek to revive the review of the Agreement in general and the Regional Routes Confidential Memorandum of Understanding in particular.
DoT have invited CAAC to resume discussions in London in the second half of February 1983. However a precise date has yet to be agreed. In advance of the proposed talks, HMG wishes to establish the UK negotiating position. It is the HKG view that the advice given to HMG before the Prime Minister's visit to China remains valid, namely, that the balance of advantage for Hong Kong does not lie in seeking a showdown with CAAC.
(a) to seek through consultation to obtain the removal of the bar against a HK based carrier
operating both to London and to Shanghai, and a better balance of regional rights.
(b) in conjunction with FCO and DoT, to determine British strategy.
