d) After disturbances in the Kai Tak

Tansit Centre on 3.5.82 it was decided to open a second refugee centre to reduce the presure on the Kai Tak Camp. The Jubilee Buildings were converted back to an open centre, and opened under the management of Caritas on 2.6.82. Security Liaison Committees were set up. The Argyle Street Camp 3 was temporarily used to receive pre-2.7.82 arrivals, and Ma Tau Wei became the main departure centre.

Next Quarter's Target

d) To continue to monitor

security arrangements

in the camps, including a review of the open centre rules, and to consider arrangements for converting part of Argyle 3 to a departure centre to enable Ma Tau Wei and the rest of Argyle 3 to be released near the end of 1982.

3. Illegal

Immigration

(Land)

To prevent illegal immigration from China.

e) The office accommodation for the

Refugees Division and the "refugee agencies" such as the UNHCR at Victoria Barracks is due for demolition at the end of 1982.

a) 2,181 illegal immigrants arrested on

entry compared with 1,737 in the previous quarter (and 2,011 for the same quarter in 1981/82). The increase followed a seasonal trend. Daily average of arrests on entry in May, June and July were 30, 21 and 19 respectively.

b) 649 evaders were arrested. Monthly

figures were 190, 209 and 250.

c) Border Fence. Phase V (Yuen Long

Creek to Tsim Bei Tsui) under construct- ion. Installation of the Fence Protection system and Barbed Tape is largely complete.

e) To find new offices.
