To monitor legal immigration from China and reduce the number to an acceptable level.
To discourage refugees from
leaving Vietnam by introducing a "closed camp".
policy, to exercise better control over open refugee centres, and to secure the early resettlement of refugees.

1st May 1982 to 31st July 1982
Progress Made and Present Position
The daily average legal immigration figure for 1982 to date is 144. Approximately 75% of permits issued by the PRC were one way permits. The Chinese authorities have been advised in Peking and in Hong Kong that we should like to discuss methods of reducing the numbers coming to Hong Kong.
a) ExCo approved the closed camp policy on
15.6.82. A11 three readings of the
All Immigration (Amendment) Bill 1982 were passed by LegCo, and Finance Committee approved the funding of closed camps for 1982/83, on 30.6.82. The necessary subsidiary legislation was enacted on 7.7.82. All new arrivals after 1.7.82 detained in closed camps. The first closed camp (at Chi Ma Wan) held 1,390 at the end of July. 44 others were held in medical quarantine, 69 were ship rescue cases and 110 unattached single arrivals were in other institutions.
b) 3,630 refugees arrived (including
those arriving after 1.7.82) and 1,532 left for overseas resettlement duing the quarter. At 31.7.82, there were 12,007 refugees in Hong Kong.
c) 4 refugees formerly settled in China arrived during this. quarter bringing the total in this category to 487.
Next Quarter's Target
On assumption that the Chinese Authorities do not respond, to decide on the course of action to be followed. (Paper being submitted to GSC August 1982).
a) To monitor the inflow
and assess deterrent effect of new policy. To obtain UNHCR's
agreement to share the cost of closed camps
b) To continue to press
UNHCR.
c) To press CPG authorities
to accept repatriation.
