Immigration (Sea)

Purpose

To prevent illegal immigration from China.

Progress Made and Present Position

a) Joint Maritime Communications Project.

Contract awarded. Detailed negotiations with contractor underway. Preparation of hilltop sites well advanced.

b) Marine Police are carrying out day-to-day

patrols looking for unlicensed pleasure craft but no major operations have been mounted. AG is considering whether S.79 of the Shipping and Port Control Crdinance (Cap 31) can be amended to afford protection to officers who might ctherwise be liable to legal proceedings if pleasure craft are damaged during seizure.

Next Quarter's Target

a) Commence installation.

b) To obtain AG's decision

and to amend legislation if necessary.

5. Port Control

To promote the effectivenemss of Port Control operations.

a) Port Security Committee has held two

further meetings and has formed a sub- committee to review security at Kwai Chung Container Terminal,

b) Feasibility of Customs and Immigration

control at Shaikiwan/Chaiwan and Immigration Department's request for

2 additional launches still being studied.

c) The China Ferry Terminal Facilitation

Standing Committee has held a second meeting.

d) Departmental discussion of the draft

Shipping and Port Control (HK-China and Macau Ferry Terminals) Regs 1982 continues.

a) To participate and

monitor.

b) GSC Paper to be prepared.

c) To watch the progress of

the CFTF SC.

d) To await the finalisation

and making of the Regulations.
